Cause hentai manga's are straight up R-18 while the government is targetting mangas which could affect the youth...which is like 1% of the total population. Duoh moment anyone -_________-

its COMPLETELY fucked up. I will be praying that this gets refused AGAIN and Ishihara told "hey you, STFU or GTFO aite?"
